The US House of Representatives on Tuesday passed the Sunshine Protection Act, legislation that would make daylight saving time permanent across most of the country and eliminate the twice-yearly clock changes. The bill passed by a 308-117 vote and now moves to the Senate, where it must be approved before it can be signed into law.If enacted, clocks would no longer move forward in spring and back in autumn.
